Özet
II. Abdülhamid Döneminde memur sayısındaki artışı denetim altına almak ve memur atamalarını sistemli bir hale getirmek için Sicill-i Ahvâl Komisyonu kurulmuştur. Osmanlı Devlet teşkilatında görevli memurların; adları, baba adları, var ise baba meslekleri, doğum yeri ve doğum tarihi, eğitim gördükleri okullar, eğitim durumları, bildikleri ya da aşina oldukları diller, görev aldıkları kurumlar, aldıkları maaş miktarları, becâyiş, nakil, tahvil, istifa, terfi, rütbe, ödül ve ceza durumları gibi memurların biyografi bilgileri 1879-1909 yılları arasında komisyon tarafından kayıt altına alınmıştır. Sicill-i Ahvâl Komisyonu'nun tuttuğu kayıtlar günümüzde Türkiye Cumhuriyeti Cumhurbaşkanlığı Devlet Arşivleri Başkanlığı Osmanlı Arşivinde yer almakta ve 201 defterden oluşmaktadır. Bu defterlerde tutulan bilgiler Osmanlı Devleti'nin iktisadi yapısı ve memur politikaları ile dönemin yönetim işleyişleri hakkında değerli bilgiler sunmaktadır. 51.652 memurun biyografilerinin tutulduğu Sicill-i Ahvâl Defterlerinde Varna doğumlu 99 memur kaydına ulaşılmış ve transkripsiyonu yapılarak, mevcut 99 memurun Osmanlı bürokrasisindeki konumu, ekonomik, eğitim ve sosyal durumları hakkındaki bilgiler, belgelere dayandırılarak aktarılmaya çalışılmıştır. During the reign of Abdülhamid II, the Sicill-i Ahvâl Commission was established to control the increase in the number of civil servants and to systematize civil servant appointments. Between 1879-1909, the commission recorded the biographical information of the civil servants in the Ottoman State organization, such as their names, father's names, father's occupations, if any, place and date of birth, schools they attended, their educational background, languages they knew or were familiar with, the institutions they worked in, the amount of salaries they received and their status in terms of transfer, exchange positions with other officials, resignation, promotion, rank, reward and punishment. The records kept by the Sicill-i Ahval Commission are currently located in the Ottoman Archives of the Presidency of the State Archives of the Republic of Turkey and consist of 201 notebooks. The information kept in these registers provides valuable insights into the economic structure and civil servant policies of the Ottoman Empire, as well as the administrative functioning of the period. In the Sicill-i Ahvâl Books, where the biographies of 51,652 civil servants were kept, the records of 99 civil servants born in Varna were accessed and transcribed, and information about the position of the existing 99 civil servants in the Ottoman bureaucracy, their economic, educational and social situations was tried to be conveyed based on documents.
