Özet
Bu tezin konusunu oluşturan 421 Numaralı Siirt Şer'iyye Sicil Defteri emsallerinde olduğu gibi, Osmanlı İmparatorluğu tarihinin sosyal, iktisadi, idari, hukuki ve kültürel yönlerini ortaya koyan önemli kaynaklardan birisidir. Defterin muhteviyatı (H.1311-1327/M.1893-1909) 16 yıllık sürede mahkemeye intikal etmiş birçok konuyu kapsamatadır. Enlenme-boşanma bunlara bağlı olarak mehir-talak, hüccet, i'lam, tevkil vekâleti, vakıf mallarının korunması ve merkezden gelen emirnameler gibi zengin bir içeriğe sahiptir. Çalışmamızın değerlendirme kısmı dört bölümden oluşmaktadır. Birinci bölümde, idari durum; defterde geçen mahalleler, köyler, nahiyeler ve vilayetler üzerinde durularak açıklanmıştır. İkinci bölümde, sosyal durum; Siirt'e olan önemli kişiler ve görevleri ile vakıflar üzerinde durulmuştur. Üçüncü bölümde, sosyal hayat; aşiretler ve Siirt'in kozmopolit yapısı üzerinde durulmuştur. Dördüncü bölümde ise Şer'iyye Sicilimizdeki vekâletler sınıflandırılarak değerlendirilmiştir. Siirt, kozmopolit yapısı ile Osmanlı'nın bir yansıması şeklindedir. Kürt, Türk ve Araplardan oluşan Müslümanlar ile Süryani, Keldani, Ermeni ve Rumlardan oluşan Gayrimüslimlerin farklı dil, din ve ırkların bir arada ve kardeşçe yaşadığı, bu ayrılıklarını kültürel zenginlik olarak kabul ettiği şehirlerden biridir. Şer'iyye Sicillerinin tüm bu zengin içeriğiyle sadece tarih için değil aynı zamanda coğrafya, iktisat, sosyoloji, hukuk ve askeri konuları için de birinci elden kaynaktır.
Siirt Shar'iyyah Registry Book numbered 421, which is considered as the core of this thesis is the fundamental source that reveals social, economic, administrative, judicial and cultural aspects of the Ottomon Empire History. During the period of the Registry Book (H.1311-1327/M.1893-1909) which equals to 16 years covers lots of topics that inherited to the court. This book has rich contents like marriage -divorce, ujjat, i'lam, the right of substitution, protection of the foundation's properties and ordinances from the cenrtal goverment. Assessment part of our thesis consists of 4 sections. As per administrative part, mentioned neighbourhoods, villages, districts and provinces clarified in details. At the social part these subbjects indicated such as; well-known people in Siirt along with their assignments and foundations. At the third section particularly social life part tribes and cosmopolit form of Siirt had pointed out. Furthermore, as fourth section deputation of our Shar'iyyah Registry Book reviewed associated with classification method. Siirt with its cosmopolit in another word multinational structure can be considered as a reflection of Ottoman. Siirt is unique city in terms of having muslim nations like; Kurdish, Turkish and Arabs as well as non-musli nations like Assyrian, Chaldean, Armenian and Greek, we can say that Siirt is the city which consider cross-cultural differences as cultural wealth. Shar'iyyah Registry Book with its rich contents is the first handed source not only for history but also for geography, economics, sociaology, law and military basis as well.
