Özet
Kentlerde nüfusun artması sonucunda taşıt kullanımı artmakta ve özellikle kent merkezlerinde trafik sorunlarına yol açmaktadır. Günümüzde hızlı kentleşme ve artan taşıt trafiği sonucu halkın özellikle kent merkezinde rahat dolaşımını kısıtlanmaktadır. Kentleşme hareketlerinin beraberinde getirdiği baskılar altındaki halka kentsel alanda güvenli ve konforlu alanlar yaratmak, taşıt trafiğinden kısmen veya tamamen arındırılmış yaya ölçeğinde açık mekânlar sunmak, toplanma mekânları oluşturmak, alışveriş alanları sağlamak, estetik ve ekonomik açısından önem taşımaktadır. Bu amaçla yaya bölgelerinin kentsel planlama ve kentsel tasarım sürecine halkın katılımının sağlanması, ihtiyaç ve önerilerinin belirlenmesi yönünden önemlidir. Bu çerçevede kent içinde yayalaştırmanın kent için gerekliliği ve önemi vurgulanarak; kentsel tasarımın genel ilkeleri belirlenmiş uygulama aşamasında karşılaşılabilen sorunlar ele alınmıştır. Bu bağlamda Siirt ilinde araç trafiğine kapalı ilk ve tek olan Güres Caddesi çalışma alanı olarak seçilmiştir. Güres Caddesi eski çarşıda başlayıp Hastane Caddesi'ne kadar trafiğe kapattırılarak yayalaştırılmıştır. Güres Caddesi'nin geri kalan kısmı ise halen trafiğe açık olarak devam etmektedir. Güres Caddesi, Siirt'in en işlek ve ticari potansiyeli en yüksek olan tek caddesidir. Bu yapıların alt katlarında; giyim ve ayakkabı mağazaları, kahvehaneler, kuruyemişçiler, pastaneler, lokantalar, banka ve eczaneler vb. yapılar bulunmaktadır. Bu yapıların bir ve ikinci katlarında ise; büro ve ofisler yer almaktadır. Güres caddesinde mevcut durum analizleri, gözlemler, fotoğraf çekimleri yapılmıştır. Güres Caddesinde yapılan gözlemler çerçevesinde anket çalışmaları hazırlanmıştır. Yapılan bu gözlemler ve anket çalışması sonucunda Güres Caddesinin olumlu ve olumsuz yanlarını, caddenin eksiklerini saptanarak kullanıcıların görüşleri ve istekleri belirlenmiş olup, mevcut durumun yaya bölgelerin tasarım kriterleri doğrultusunda çözüm önerileri geliştirilmiştir. Becouse of growth of cities and population growth, the use of vehicles in cities is increasing and it couses traffic problem especially in town center. As a result of rapid urbanization and increasing vehicle traffic; People cannot walk around the city center comfortably. To create safe and comfortable areas in the urban area for the people who are under the pressures brought about by the urbanization movements. it is aesthetically and economically important to create safe and comfortable spaces in the urban area for the people under the pressures brought about by the urbanization movement, Providing open spaces on a pedestrian scale that are partially or completely free from vehicle traffic, offering gathering places, providing shopping areas is very important in terms of determining the needs and suggestions. In this context, emphasizing the necessity and importance of pedestrianization in the city for the city; the general principles for urban design have been determined and the problems encountered during the implementation phase are discussed. In this context, Güres Street, which is the first and only closed to vehicle traffic in Siirt province, has been selected. Starting from the old bazaar to the hospital street; Güres Street was closed to traffic and it was pedestrianized. There are adjacent buildings with high commercial potential on the main and side streets. There are shops, clothing stores, shoe stores, coffee shops, nuts, patisseries, restaurants, banks and pharmacies and etc. in the lower floors of these buildings. There are offices on the first and second floors of these buildings.It is the busiest attraction center of Siirt and the only street with the highest trade potential. In this context, current situation analysis, observations and photo shoots were made in Güres Street. Within the framework of the observations made in Güres Street; survey studies were prepared. As a result of these observations and the survey study, the positive and negative aspects of the Güres Street and the deficiencies of the street were determined, the opinions and requests of the users were determined, and solution proposals were developed in line with the design criteria of the current situation.
