dc.description.abstractIn this research, it was aimed to find out what are the tendencies of primary school teachers and managers concerning the total quality management and also to determine whether these tendencies differ in terms of such variances as their, duty, in-service education, total service time or not. Using scientifically descriptive patterned survey, the research was conducted on 935 managers, classroom and branch-teachers, who have service in all the primary schools in the center of Siirt province during the first semester of 2005-2006 education period, and thus available data were collected out of 68,98 % of the subjects involved. According to the data, the primary school-teachers' and manager's tendencies concerning the total quality management was found to be positive described as "developing tendency". In this research, a statistically meaningful difference was found among the tendencies of the total quality management in terms of such variances as their duty, in-service education and total service time. It is thought that this difference arises from different experience, education, competence and responsibilities of teachers and managers. With the data at hand, because the teachers and managers, who are in the primary schooling, are "tending to be reformist" concerning total quality Management, it is possible to say that they have potential powers in developing, changing, and improving the school, also in creating positive relationships between individuals, in being open to innovative thinking, furthermore in increasing the quality of the education; in short, in achieving all the positive objectives.
