dc.description.abstractBu tezin temel amacı, 1963'ten 2018 yılana kadar uygulanan on tane kalkınma planın Siirt ilinin gelişimine etkisini incelemektedir. Bu çalışma aynı zamanda kalkınma planlarının bir ilin ekonomisi üzerine etkisinin incelenmesi açısında bir ilki taşımaktadır. Çalışmada elde edilen sonuçlar ışığında ileride Siirt ili için yapılacak plan ve programlara yön vermesi için önerilerin verilmesi amaçlanmaktadır. Bu amacı gerçekleştirmek için Siirt ilinin zaman içindeki verileri kullanılarak kalkınma planları sonucu iyileştirmeler gözlemlenmiştir. Siirt ilinin Türkiye'nin gelişmişlik göstergelerine göre son sıralarda olduğu tespit edilmiş olmakla birlikte Siirt ilinin sıralamada son sıralarda yer alması 50 yıl öncesinin sosyo-ekonomik şartlarda devam ettiğini göstermemektedir. Siirt'in kalkınması Türkiye ortalamasının üstünde olmadığı için alt sıralardaki yeri değişmemiştir, fakat eskiye oranla beş yıllık kalkınma planları sayesinde bir gelişme sağlanmıştır.
dc.description.abstractThe main purpose of this thesis is to examine the effect of ten development plans implemented from 1963 to 2018 on the development of Siirt province. This study is also the first to examine the impact of five-year development plans on the economy of a Turkish province. In the light of the results obtained in the study, it is aimed to give suggestions to direct the plans and programs to be made in the future for Siirt province. For this purpose, improvements are observed as a result of development plans by using data of Siirt province over time. According to Turkey's development indicators, Siirt province is located in the last ranks, but this does not imply that socio-economic conditions of 50 years ago continues. The development level of Siirt in the lower ranks has not changed because its growth rate was below the average growth of Turkey, but development is achieved thanks to five-year development plans compared to the past.
